Dear Sir
Following villages
viz. Mhalunge, Sus, Bavdhan, Kirkitwadi, Pisoli,
remaining parts of Lohegaon, Kondhwe-Dhawade, Kopre, Nanded, Khadakwasla,
Shivane, remaining parts of Hadapsar, Mundhwa (remaining parts of Keshavnagar),
Manjari, Narhe, Shivane, Ambegaon (Budruk), Undri, Dhayari, Ambegaon (Khurd),
Urali Devachi, Mantarwadi, Holkarwadi, Handewadi, Wadachiwadi, Shewalewadi,
Phursungi, Yewalewadi, Nandoshi, Mangdewadi, Bhilarewadi, Gujar Nimbalkarwadi,
Jambhulwadi and Kolewadi are slated
for merger in the Pune Municipal Corporation limits.
I would like to place the following on record in response to
your notification. I also request
a Personal Hearing in the matter and request you to please communicate a
suitable time and date. I would also request that the communication should
reach me at least 10 days in advance to facilitate participation in the
process. Upon receipt of your invitation I reserve the right to attend the
formal hearing in person and/or through my duly authorized legal/technical
representatives. I also expect that a certified true copy of the transcript of
my say will be given to me after recording my statement on each objection and
suggestion listed below. I also expect the entire process of hearing to be
completely transparent and to be made available to all the other concerned
citizens on demand under the right to information judgment given by the Mumbai
High Court.
The 74th Constitutional Act promotes
decentralisation to ensure better urban governance. To ensure that it is
important to contain the size of Municipal Corporation. It is evident that once
a city goes beyond a certain size it is difficult to ensure delivery of
municipal services such as drinking water supply, sewage, solid waste
management, roads, electricity, housing and most important transport
facilities.
At present Pune is one of costliest
cities to live in. It is also one of the most polluted cities in India and
suffers from congestion and poor infrastructure.
The Pune Municipal Corporation has not
been able to manage the current population and their requirements.
It is likely that the additional
resources given for the newly merging villages will be usurped by the city as
there is no way of ensuring that the resources are used for the 34 villages.
It will be in the interest of these
villages to strengthen their own local bodies, manage their landuse policies
and create decentralised centres for livelihoods.
The Pune Metropolitan Region will be
almost a Megapolis with two Urban Agglomorations, several Cantonments,
Municipal Councils and 300 plus villages. It will be better for these villages
to be to be a part of the PMR on their own terms rather than as a part of the
Pune Municipal Corporation.
